A major disruption is hitting cross-border logistics on March 20, 2026. U.S. Customs and Border Protection (CBP) is suddenly canceling thousands of Importer of Record (IOR) numbers. CBP is targeting IORs that have incorrect or fake information on their customs forms. With only a 7-day warning, logistics providers who rely on cheap, non-compliant "shell companies" are facing a total shutdown.
CBP is looking closely at Form 5106, which is the basic identification record for any importer. If CBP flags an IOR for having bad data, the importer must verify their identity immediately by emailing a newly set-up CBP channel.
To keep an IOR number active, four things must be provided right away:
If a logistics company uses fake entities to clear your goods, they will not be able to provide these documents. Their IOR will be canceled, and your cargo will be stuck at the port.
Many sellers use cheap Delivered Duty Paid (DDP) shipping to save money. In this model, the freight forwarder handles all the customs clearance.
To keep prices low, some forwarders use "ghost" companies as the IOR to avoid taxes and legal responsibility. By canceling these bad IOR numbers, CBP is making it impossible for these forwarders to operate. Without a valid IOR, they cannot clear your freight. As a result, sellers using these risky channels will likely see massive delays and lost inventory.
This sudden audit is just the beginning. A new law called the SAFE Act is moving through Congress right now.
Currently, foreign companies can act as an IOR without having a real office in the United States. The SAFE Act will close this loophole. If passed, it will require any IOR to have:
